Keypass card และ Proof of Age card คนไทยก็ทำได้

สวัสดีคะเพื่อนๆ วันนี้อยากจะมาแนะนำ เรื่องการทำ Proof of Identity card (เหมือนบัตรประชาชน ที่มีรูปถ่าย ที่อยู่ปัจจุบัน และวันเดือนปีเกิด ที่สามารถยืนยันตัวตนของเรา) ในออสเตรเลียสำหรับบุคคลที่ไม่มีใบขับขี่ (Australian Driver License) และไม่อยากพกพาสปอร์ตติดตัวบ่อยๆเวลาต้องติดต่อธุรกรรม ดังนั้น Keypass card และ Proof of Age card จึงเป็นทางเลือกหนึ่งที่เราก็ทำได้คะ

อะไรคือ Keypass card

Keypass card เป็นบัตรที่ถูกต้องตามกฎหมาย ใช้เสมือนบัตรประจำตัวประชาชนในประเทศออสเตรเลีย (ยกเว้นใน Western Australia) และมีอายุการใช้งานได้5ปี Keypass card ออกโดย Australia Post นะคะ ซึ่งบัตรนี้ถือเป็นทางเลือกที่ปลอดภัยในการพกพาเอกสารประจำตัวนอกเหนือจากการพกพาสปอร์ต ในการทำธุรกรรมต่างๆที่ต้องแสดงหลักฐานยืนยันตัวตนของเรา เช่น ธุรกรรมทางการเงิน การเช่าที่อยู่อาศัย เช็คอินโรงแรม การรับพัสดุที่ไปรษณีย์ หรือแม้กระทั่งใช้ซื้อแอลกอฮอล์ เป็นต้น ผู้ที่สมัคร Keypass card จะต้องมีอายุตั้งแต่ 18ปี ขึ้นไปคะ

สมัคร Keypass card ยังไง

ง่ายๆแค่เข้าไป Australia Post website แล้ว search “Keypass” ก็จะมีการอธิบายที่เข้าใจง่าย รวมถึงให้สามารถ คลิ๊กเพื่อกรอกข้อมูลใน Application for Keypass identity card และเมื่อกรอกเสร็จเรียบร้อยแล้วให้ปริ้นออกมา หรือไม่ก็สามารถไปขอ Application Formได้จาก Australia Post ก็ได้นะคะ

เอกสารที่ต้องนำไปแนบในการสมัคร สามารถตรวจสอบได้จาก website เลยคะ เค้าจะมี 2 options มาให้เรา แต่ในการยื่นขอสมัคร เราจะต้องยื่นเอกสาร 3 อย่าง โดยเลือกมาอย่างละ1 จากแต่ละ category ที่เค้าแบ่งมาให้นะคะ ง่ายๆดูตามตารางข้างล่างเลยคะ

(With option 1, you’ll need three different forms of ID to get your Keypass card. Choose from the categories of ID documentation outlined below.)

If your Category A and B identity documents doesn’t contain a photo or current address, then you also need to complete a statutory declaration (in the Keypass application form). (กรณีที่เอกสารในCategory Aหรือ Bไม่มีรูปและที่อยู่ปัจจุบัน เราจะต้องกรอก statutory declaration ฟอร์มนะคะ)

With option 2, you’ll need one Category A document and a completed Statutory declaration to get your Keypass card. Choose from the forms of ID documentation outlined below.

ในการยื่นเอกสารเพื่อทำการสมัคร :

ให้นำApplication Form ที่เรากรอกเรียบร้อยแล้วและปริ้นออกมา รวมถึงต้องแนบเอกสารตัวจริง (อันนี้เพื่อเอามายืนยันกับเจ้าหน้าที่คะ)และ สำเนาเอกสาร (Original Proof of ID document )ไปยังไปรษณีย์ใกล้บ้าน แล้วแจ้งเจ้าหน้าที่ว่าเราต้องการ apply for Keypass card เจ้าหน้าที่ไปรษณีย์จะทำการตรวจเอกสาร ถ่ายรูปติดบัตร หลังจากนั้นเราก็จ่ายค่าธรรมเนียมการทำบัตรและค่าไปรษณีย์ให้ส่งบัตรตามที่เรากรอกข้อมูลไว้คะ

– Regular Post จะใช้เวลา 2-10 วันทำการในการส่ง (ราคา 55 เหรียญ) ส่วน Express Post ใช้เวลาเร็วกว่านั้น อาจได้รับในวันถัดไป ขึ้นอยู่กับความใกล้ไกลของที่อยู่เรานะจ๊ะ (ราคา 65 เหรียญ)

– Same Day Service (Melbourne only) – โดยไปทำการสมัครเสร็จก่อน เที่ยง แล้วกลับมารับบัตรได้เวลา16:30น. แต่ทำได้แค่2 ที่นี้นะ:

Flinders Lane Post Office, Shop 8, 271 Collins Street, Melbourne Victoria

Footscray Post office, 182 Barkly Street, Footscray, Victoria

Proof of Age card

สำหรับ Proof of Age card เป็นบัตรที่ออกโดย Australia Government นะคะ ซึ่งแต่ละรัฐก็จะมีความแตกต่างกันออกไปนะคะ สำหรับอันนี้จะขอนำเสนอแค่ในรัฐ Victoria นะคะ ซึ่งProof of Age cardใน Victoria จะทำการออกโดย Vic Roads ผู้สมัครจะต้องมีอายุตั้งแต่ 17ปี 11 เดือน ขึ้นไป แต่สามารถใช้บัตรได้เมื่อ อายุครบ18 ปีบริบูรณ์เท่านั้น โดยจ่ายค่าapplication fee เพียงแค่10 เหรียญ ซึ่งการสมัครนั้นสามารถไปเอาใบสมัครที่ the Victorian Commission for Gambling and Liquor Regulation (VCGLR) หรือที่ Australia Post Office และ Vic Roads Office ได้นะคะ (สำหรับรัฐอื่นดูข้อมูลได้ตามนี้นะคะ (http://www.australia.gov.au/information-and-services/transport-and-regional/registration-and-licences/proof-of-age-card)

หลังจากนั้นกรอกใบสมัครให้เรียบร้อยแล้ว แล้วเลือกเอกสาร1อย่างจาก categoryA และอีก1อย่าง จาก category B และจะต้องให้ผู้ที่มีสิทธิ์โหวตลงคะแนนเลือกตั้งและที่สำคัญต้องรู้จักคุณมากกว่า12 เดือนเซ็นต์รับรอง เป็น “Referee’s declaration”

**หมายเหตุในการแนบเอกสาร ให้นำเอกสารตัวจริงติดตัวไปด้วยเพื่อยืนและให้เจ้าหน้าที่ตรวจสอบ

เมื่อกรอกและแนบเอกสารเรียบร้อยแล้วให้ไปพบบุคคลที่มีอำนาจ (Authorised person)ซึ่งระบุอยู่ในใบสมัคร แล้วให้เราเซ็นต์ชื่อยืนยันการสมัครต่อหน้าบุคคลนั้น พร้อมให้ Authorised person ตรวจสอบเอกสารและเซ็นต์ชื่อกำกับในฟอร์ม หลังจากนั้นก็ไปยื่นเอกสารที่ Australia Post หรือเอเจนซี่ที่สามารถยื่นเอกสารในการสมัคร (ตรวจสอบว่าสามารถยื่นได้ที่ไหนใกล้บ้านเราได้ ตาม link นี้นะคะ https://www.vcglr.vic.gov.au/community-services/proof-age/approved-photo-point-agencies)

หลังจากนั้น เจ้าหน้าที่ก็จะตรวจเอกสาร ถ่ายรูปติดบัตรให้เรา (ใครมีรูปอยู่แล้วก็เอาไปใช้ได้คะ) และจ่ายค่าดำเนินการการสมัคร ก็เป็นอันเสร็จคะ บัตรจะถูกส่งไปตามที่อยู่ที่เราแจ้งไว้นะคะ และใช้เวลาประมาณ20-25วันคะ เมื่อได้รับบัตรก็ตรวจดูด้วยนะคะว่าข้อมูลในบัตรถูกค้องมั๊ย ในกรณีที่มีข้อผิดพลาดให้เรากลับไปยังไปรษณีย์ที่เราไปส่งใบสมัคร และทำการแก้ไขให้ถูกต้อง บัตรใหม่จะถูกส่งมาใหม่โดยที่เราไม่ต้องเสียค่าธรรมเนียมการเปลี่ยนเลยคะ
